US W-2 event staffing · partner model
US W-2 event staffing.
The employer question, answered.
This guide covers TempGuru orders in the United States. For US orders, every worker supplied through TempGuru is employed as a W-2 employee by the vetted local partner agency assigned to the event. That agency is the worker's employer. TempGuru owns client contracting and billing, partner-agency contracting and assignment, order communication, scheduling coordination, and replacement coordination.
01 · The model
How does TempGuru's W-2 partner-agency model work?
A local staffing agency knows the market, the available W-2 bench, and the practical constraints around a venue. TempGuru keeps that local expertise and adds one accountable operating layer across cities. The client does not have to source, contract, brief, and reconcile a different agency every time the map changes.
The local agency employs and deploys the crew. TempGuru selects the partner, centralizes the brief, coordinates the client order and scheduling, and coordinates replacement efforts. One contract. Invoices are consolidated as one per city per week. For US orders, the assigned agency employs and pays its crew as W-2 employees.

Partner-Agency Model Requirements
US orders use partner-agency W-2 employees
For US orders, TempGuru does not fill client orders with 1099 gig workers. The worker is hired and paid as a W-2 employee by the vetted staffing agency assigned to the event.
The local partner agency employs the crew
That agency runs payroll and withholding and handles unemployment insurance and employment records. Under TempGuru's operating model, it is responsible for providing current insurance evidence for the accepted order. That allocation is not a coverage conclusion. TempGuru is the client-coordination and partner-network layer.
Insurance requirements belong in the written order
The assigned staffing agency is responsible for providing current insurance evidence for the accepted order. Put event-specific policy, certificate, limit, endorsement, exclusion, and certificate-holder requirements in the order, then verify coverage with a licensed insurance professional.
Role experience follows the client brief
The assigned partner agency verifies relevant role experience and provides event-specific instructions. If a client requests screening, the accepted order identifies the role, location, scope, and timing. The employing agency applies applicable consumer-report, anti-discrimination, and state or local fair-chance requirements; a request does not itself make a check lawful or guarantee completion.
Event-specific instructions have a documented owner
The assigned partner agency provides event-specific instructions using the accepted brief. The order should identify call time, attire, venue access, duties, worksite-safety contacts, timekeeping, and escalation steps.
Replacement duties are written down
If a confirmed worker drops, TempGuru coordinates replacement and backfill efforts with the assigned partner agency under applicable state and local laws. Same-week backfills and emergencies are best effort.
TempGuru owns client escalation
Attendance gaps, role mismatches, client changes, and performance issues move through TempGuru's client-coordination process to the partner agency, with the event requirement kept in one place.

Classification is a facts test. The label is not enough.
The IRS says worker status depends on the actual relationship, including behavioral control, financial control, and the type of relationship. The Department of Labor maintains current federal classification guidance and rulemaking. The 2024 rule remains relevant in private litigation, Wage and Hour Division enforcement follows Field Assistance Bulletin 2025-1, and the February 2026 replacement proposal is not final. Background checks requested for employment can also trigger federal notice, authorization, and discrimination-law duties.
