Elk Grove Regional Park is the historic heart: the Strauss Festival's island stage and lakeside lawn in July, the Western Festival's carnival grounds in May. District56, the 56-acre civic center, holds The Center, eight rentable rooms scaling past 500 guests, which is where the corporate and banquet calendar lives. Old Town along Elk Grove Boulevard runs street fairs and the winter Festival of Lights parade among its storefronts. And at the southeastern edge, Sky River Casino sits on Wilton Rancheria trust land, mid-expansion.
None of these is a conventional venue. The park has no docks or house crew, The Center is a civic rental rather than a full-service hotel, and the casino's coming event center belongs to the tribe's own operation. Venue and logistics notes
Elk Grove Regional Park / Strauss Island. An island stage viewed from a lakeside lawn, four nights running. Staging, power, seating, and fireworks-perimeter crews rebuild the footprint daily; there is no house staff to absorb gaps.
The Center at District56. Eight configurable rooms, floor-to-ceiling glass, 500-plus capacity at the top end. A civic rental: catering, AV, and floor crews are brought in, which puts setup and strike labor on the order.
Old Town Elk Grove. Street-scale events threaded between working storefronts on Elk Grove Boulevard. Small crews, tight footprints, merchant relationships that punish a sloppy barricade plan.

07The Fine Print
Parkland events have no house crew to hide behind.
In California, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and California workers' compensation law (Labor Code Div. 4). Section 510 of the Labor Code starts overtime at hour 8 of a workday and double time at hour 12, plus a seventh-day premium. Four consecutive festival evenings in the park is the local test case: the same crew across all four nights stays fine on the daily clock, but a crew that also worked full prep days is the one the rule was written about.
