On a summer Saturday, the Toyota Pavilion at Concord opens its lots two hours before showtime and 12,500 people come up Kirker Pass Road for a Live Nation date. The following Thursday, a few thousand come downtown for a free concert on Todos Santos Plaza with a farmers' market running alongside. Those two nights need completely different crews, and the swing between them, 25-to-1 on headcount, is the actual staffing problem in this market. Not finding people. Sizing the order to the night.

02The Map

Concord's event geography has three working pieces and one future one. Todos Santos Plaza anchors downtown: the Music & Market series, the farmers' market, and the civic calendar all run on this one square. Southeast of downtown, the Toyota Pavilion sits alone on Kirker Pass Road at the base of the hills, city-owned, Live Nation-operated, and the only 12,500-capacity room in the county, with the Mt. Diablo foothills rising directly behind it. Between and around them, hotel and office corridors along Willows and Diamond Boulevard book the meetings, banquets, and corporate work.
The future piece is the former Concord Naval Weapons Station: 2,422 acres with a Navy term sheet approved in May 2026 and Brookfield as master developer. Nothing stages there today, and initial construction isn't expected until around 2030, but it's the reason this market's ceiling looks different a decade out.

Venue and logistics notes
Toyota Pavilion at Concord. Lots open two hours before showtime and the full crowd funnels up Kirker Pass and Concord Boulevard. Crew calls land before the inbound wave; load-out crews are a separate wave after curfew, priced against the daily overtime line.
Todos Santos Plaza. A compact downtown square doing weekly duty all summer. The same small crew working it repeatedly beats a rotating cast; consistency is the whole value on a recurring footprint.
Willows / Diamond Boulevard corridors. Hotel ballrooms and office-park meeting space carry the weekday corporate calendar, standard banquet and check-in crews, ordinary hours, no traffic drama.

07The Fine Print
A lawn full of people is exactly where classification shortcuts surface.
In California, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and California workers' compensation law (Labor Code Div. 4). Labor Code Section 510 makes the eighth hour of a single day the first overtime hour in California, with double time after 12 and a premium on the seventh consecutive day. An amphitheater turn, gates through curfew through load-out, can push a single crew across that line in one night, which is why big pavilion dates here are rostered as two waves, not one long shift.
