The Torrance Cultural Arts Center is the civic room: the 502-seat James R. Armstrong Theatre, the Toyota Meeting Hall, the George Nakano Theatre, banquet spaces, and outdoor plazas, all city-operated, with rentals that run until midnight and not a minute past.
Zamperini Field adds something few suburbs have, a general-aviation airport where Robinson Helicopter manufactures and flight-tests, which makes hangar receptions and aviation open houses a real local category. Venue and logistics notes
Del Amo Fashion Center. Activation crews stage from the loading corridors and finish the build before retail doors open; mid-concourse work during shopping hours is guest-facing by definition, so it is staffed with ambassador-grade people, not just hands.
Torrance Cultural Arts Center. City-operated, with the 502-seat Armstrong Theatre as the main stage and rentals that end at midnight. A same-day load-in, show, and strike puts the crew against California's daily-overtime line, so the plan prices it rather than pretending.

07The Fine Print
California employment law does not care that the venue is a mall.
In California, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and California workers' compensation law (Labor Code §3700). California pays overtime by the day, not just the week: Labor Code §510 owes time-and-a-half past 8 hours in a workday and double time past 12. In Torrance that math shows up on strike nights, because the city's own arts center rents its rooms until midnight and a crew that loaded in that morning can cross the 8-hour line before the last case is packed. The ABC test (Labor Code §2775) is why those crews are W-2 employees rather than 1099 contractors.
