Downtown sits on the river. The rest of the metro sits on both sides of it.
Downtown, on the riverfront, is the anchor: the Gateway Arch grounds, America's Center Convention Complex (with The Dome tucked inside it), Enterprise Center, and Busch Stadium all sit within a few walkable blocks of each other and of the water. East St. Louis, Illinois, is across the Mississippi, close enough that the Eads Bridge and the Martin Luther King Bridge carry both vehicle traffic and MetroLink trains between the two downtowns in minutes, and Metro East hotel rooms and overflow parking regularly cover a St. Louis order. Grand Center and Midtown, west of downtown along Grand Boulevard, carry the arts-district and university calendar away from the stadium cluster.

Freight and badge-desk crews stage to the hall's own move-in window, not the Dome's event clock.
Enterprise Center, downtown. An 18,096-seat arena a few blocks from the Arch, home to the St. Louis Blues. 07The Fine Print
A 1099 crossing a state line is two compliance problems, not one.
In Missouri, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and Missouri Workers' Compensation Law (Chapter 287, RSMo).

Here is a sample plan for a Celebrate 250-scale riverfront weekend on the Gateway Arch grounds, illustrative and not affiliated with the actual event. An advance crew of ten starts Thursday morning building the stage, barricades, and drone-launch field on the grounds, working around the Gateway Arch Park Foundation's active construction at Kiener Plaza. Friday the footprint fills in: twelve on the main stage by six, eight on guest services routing the crowd from the MetroLink stops by early afternoon, nine on crowd control holding the riverfront rail lines and the bridge-approach checkpoints, and five more staged specifically at the Eads and MLK bridge crossings for the shuttle and parking flow coming off the Illinois side.
Forty-seven billable people, one coordinator, one invoice, and one detail that does not show up on a single-state order: the five crew working the bridge-side checkpoints are placed under Illinois wage-and-hour and workers'-comp law, not Missouri's, because that is where they are sourced from.
