The Genesee splits downtown. The festivals stretch it.
Downtown Rochester sits on both banks of the Genesee River, with the Blue Cross Arena at the War Memorial and the Rochester Riverside Convention Center right on the water. A few blocks east, the East End around the Eastman School of Music becomes the Jazz Festival's footprint each June, with stages and closed streets replacing the normal grid. South about two miles, Highland Park hosts the Lilac Festival on parkland, and to the northwest sit ESL Ballpark at downtown's edge and the Kodak Center out on West Ridge Road.
What stretches a plan here is duration and streets, not distance. A festival footprint changes load-in routes nightly as blocks close and reopen, park venues offer lawns instead of docks, and a spring evening on Lake Ontario's doorstep can lose fifteen degrees after sunset. Rosters carry depth for the length of the run, and call sheets get rewritten against the day's street closures rather than copied from yesterday's.

Venue and logistics notes
Blue Cross Arena at the War Memorial, on the river. The downtown arena anchors hockey, lacrosse, concerts, and graduations. Loads work the building's dock off the riverfront grid, and event nights overlap downtown commuter traffic, so calls set to the dock schedule, not doors.
Rochester Riverside Convention Center. Formally the Joseph A. Floreano Rochester Riverside Convention Center, directly on the Genesee and connected into the downtown hotel loop. Trade shows and galas run year-round off a four-bay drive-on dock, and winter load-ins plan around snow routes rather than around the calendar.
The East End, in June. The Jazz Festival turns the blocks around Gibbs Street and East Avenue into a nine-day, multi-stage footprint. Street closures rotate through the run, so crew staging and load-in routes get re-briefed daily.
Highland Park, in May. The Lilac Festival runs on park terrain: no docks, no marshaling yard, everything carted across lawns. Crews are built for outdoor duty cycles, and a lake-spring evening can drop cold enough to need layers on the sheet.
03What We Staff
Two festivals anchor the year. The river keeps the rest.
By share of the calendar, festivals lead: the Lilac Festival's May run at Highland Park, the Jazz Festival's nine June days in the East End, and the smaller park and riverfront dates around them, all needing gate, guest-services, crowd, and site crews that hold up across a run. Conventions and trade shows at the Riverside Convention Center are the steady second tier.
The rest of the year belongs to sports and concerts at Blue Cross Arena and ESL Ballpark, corporate events from the region's health, optics, and university employers, and brand activations that ride festival crowds. Winter thins to the indoor calendar and the convention floor.

07The Fine Print
New York pays by its own rulebook, and it follows the crew upstate.
In New York, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and New York Workers' Compensation Law (WCL Article 2). New York's Minimum Wage Order for Miscellaneous Industries carries a call-in pay rule (12 NYCRR 142-2.3): crew who report for a shift at the employer's request must be paid at least four hours, or the full scheduled shift if shorter, at the basic minimum wage. In a festival market where a lake-plain storm can close a site early, that floor is priced into the rate here instead of surfacing as a dispute.

The order that defines this market is the June festival run: nine days in the East End, stages on closed streets, clubs and halls running in parallel. Site crew is on at noon to reset stages and move barricade lines to the day's closure map, gates and wristband teams open mid-afternoon, guest services walks a venue map that changes nightly, and four leads each hold a quadrant on the radio.
