A first-day coverage rule leaves no room for gig-app shortcuts.
In Pennsylvania, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and Pennsylvania Workers' Compensation Act (77 P.S. §1 et seq.).
