02The Map
A riverfront core, a mountain to the southwest, and the plant to the east.
The map here is terrain, not a street grid. The Riverfront is the core: Ross's Landing, the Tennessee Aquarium, and the Walnut Street Bridge sit on the downtown bank of the Tennessee River, and this is where the festivals, the regatta finishes, and the Ironman transitions stage. There is no dock. Crew build along the riverwalk and the plaza and work off the water's schedule, and the pedestrian bridge carries the crowd across to the North Shore at Coolidge Park. Just south, the Southside holds Finley Stadium, the Main Street arts blocks, and the old Chattanooga Choo Choo, a walkable district with its own game and festival nights.
The other two zones sit at the edges. In Tennessee, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and Tennessee workers' compensation law.

Take a two-day riverfront regatta staging out of Ross's Landing, sixty-five hundred athletes rowing heats down the Tennessee River. The headcount is not large. The spread is the hard part. Everything keys to the first heat on the water, not a doors-open clock. First on the clock at five-thirty are the setup and finish crew, building the finish arch, the dock ramps, and the riverwalk barricade while the river is still dark. Registration opens at six for athlete check-in and boat marshaling.
