In California, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and California workers' compensation law (Labor Code §3700). Labor Code §510 pays time-and-a-half past 8 hours in a workday and double time past 12, and gives the seventh straight day of a workweek its own premium. A twelve-day fair run is where that arithmetic gets real: a gate crew that works every day of fair week hits the seventh-day premium in the middle of the run, so the roster is built with rotation in mind before opening day, not audited after closing day.
