A few blocks inland, the Scope complex pairs the arena's concrete dome with Chrysler Hall, and the city's SevenVenues arm books both plus the Attucks, the Wells, and the Harrison Opera House through one office. Northwest, Chartway Arena at Old Dominion adds a second arena calendar, and due north Naval Station Norfolk, home port to roughly 75 Atlantic Fleet ships, anchors the region's largest employer and its most access-controlled event sites.
The split personality is the plan. Waterfront work is open-gate, long-hours, and weather-exposed, eleven-hour Harborfest days with fireworks at 9:30. The SevenVenues rooms are conventional front-of-house work at municipal standards. Base-adjacent work flips priorities entirely: identity verification and roster stability outrank everything, because a substitute who can't clear the gate isn't a substitute. Venue and logistics notes
Scope Arena and Chrysler Hall. One complex, two tempos: the dome flips between Admirals ice, MEAC basketball, and 13,800-seat concert nights, while Chrysler Hall runs about 150 shows a year next door. Conversion crews and ushers share a garage but not a skill set; order them as separate lines.
Town Point Park. The festival lawn on the Elizabeth River. Harborfest runs three days, 11 a.m. to 11 p.m. at the peak, free admission with fireworks both nights, so crowd crews rotate in waves rather than working a single heroic shift.
Waterside District and Harbor Park. Waterside's Market hall holds 6,000 and buyouts want bar, banquet, and door staff on one sheet. Harbor Park's suite boxes, restaurant, and picnic decks make Tides games as much hospitality as gate work.
Naval Station Norfolk and the gates. Roughly 75 ships and four carriers call it home port. Events on or near the installation set their own access procedures; the roster locks early, IDs verify before event day, and last-minute swaps are not a plan.

Arena and theater work follows through SevenVenues' rooms, Admirals hockey and concert flips at Scope, Broadway and symphony nights at Chrysler Hall, plus ODU dates at Chartway Arena.
Military-linked events are Norfolk's constant: homecomings, balls, ceremonies, and contractor functions that ride the fleet's schedule and the base's access rules. Ballpark and hospitality work fills the summer at Harbor Park and Waterside, and conventions and corporate meetings round out the weekday calendar downtown.

Norfolk peaks when the waterfront does: the Festevents season at Town Point Park builds from spring and crests with Harborfest's three free-admission days in June, while Tides homestands and Waterside buyouts hold the summer; a second, less predictable driver is the fleet itself, since homecomings and military ceremonies follow ship schedules, not the tourism calendar, and the indoor season at Scope and Chrysler Hall carries October through April.

07The Fine Print
Virginia wrote Title 65.2 for a reason. A 1099 roster ignores it at your expense.
In Virginia, the expensive shortcut is paying event staff as 1099 contractors: back taxes, penalties, and joint-employer liability under federal FLSA and Virginia Workers' Compensation Act (Va. Code Title 65.2).
